Can you paint vinyl siding?

Yes, with two conditions. The new color has to be the same shade or lighter than the original, and it has to be a vinyl-safe formulation. Painting vinyl a darker color makes it absorb heat and warp permanently, and no manufacturer warranty covers that. Within those limits, painted vinyl looks excellent and holds up well.

My deck is twenty years old. Stain it or replace it?

Depends on the framing, not the surface boards. If the joists and posts are sound, replacing a few bad deck boards and staining is by far the better value. If the framing has rot at the ledger or post bases, that is a carpentry conversation before it is a staining one, and we will tell you plainly which situation you are in.
